Ⅰ.Existing Legal System for Protection of Rights and Interests of Persons with Disabilities in China China，with a disabled population of85million，has the greatest number of persons with disabilities all over the world. ① Since the reform and opening up of China，considerable achievements had been made in the area of disability.The Law of the Peoples Republic of China on the Protection of Disabled Persons not only brings China to the forefront in social security legislation，but also pioneers the institutionalization of social security in the country.China has already devel-oped a legal system for comprehensively protecting the rights of persons with disa- bilities and promoting their career development.On the basis of the Constitution, the legal system is founded on criminal，civil and administrative laws with the major focus on the legislation on the protection of persons with disabilities，supported by administrative rules such as the regulations for the education and employment of the disabled and supplemented by local regulations on preferential treatment and support to the disabled.Legislation directly relevant to the protection of rights of persons with disabilities has exceeded50. With the implementation of the Ordinance on Education of Disabled Persons，the Ordinance on Employment of Disabled Persons and the Ordinance on the Development of Barrier-free Environment for Persons with Disabilities，as well as the formulation of the Regulations for the Prevention of Disability and the Rehabilitation of Persons with Disabilities，specific and concrete provisions have been set out on the education，employment，rehabilitation and barrier-free environment for persons with disabilities within the social security system.With an overall improvement in the education level and employment rate of persons with disabilities，they have had an opportunity of rehabilitation.Statistics showed that within the five years between2008and2012，a total of2.809million of di- Legal Protection for Persons with Disabilities in China:A Guidebooksabled employees in urban areas had enrolled in social insurance in China，4.986 million of disabled residents in urban areas had enrolled in basic medical insur-ance，full coverage of social old-age insurance for new rural and urban residents was available for persons with disabilities，3.253million and13.384million persons with disabilities from urban and rural areas had enrolled in social old-age insurance for urban residents and new rural social old-age insurance with an enrollment rate of58.4%and63.8%respectively.For persons with serious disabilities with insurance coverage under the age of60，more than94%of them had received government assistance and enjoyed preferential treatment of full or partial contribution to insurance.More than6million disabled persons in difficulty in urban and rural areas enjoyed minimum livelihood protection.
